My account is banned
Recently I bought a game on steam but I didn't like PC version of the game, I contacted PayPal support and PayPal gave me a full refund, I decided not to contact steam but PayPal instead as it is the most guaranteed method to get a full refund because of great buyer protection, so I got a refund and Steam took the game off my inventory, why do I still have my account suspended if I no longer have the game? Steam thinks I have to give the money back but I don't need that game.

What you did was a chargeback and not a proper refund.

you committed fraud by issuing a chargeback thru paypal. a chargeback costs the merchant money (they get fined for every chargeback, and those fines can be over $100+ per chargeback).

your paypal account is now permanently banned from steam. if you want you account unbanned, you need to reverse the chargeback. if you want to do a refund, steam has a refund policy. next time, try using the refund system before you commit fraud.

refund policy - less then 2 hours play time and owned less then 2 weeks. if you go over either, you can submit a manual refund request.

You did a chargeback, which is something that Steam does not tolerate at all. There is a refund system in place that you must use if you want a refund

Buyer protections is for cases where the seller does not keep their side of the contract.
Valve did.
You violated that contract and Valve wants their legally obliged money.
Pay them.

Consider this a learning experience. Now you know not to do this, not just on Steam, but in general. Really though, you could face some serious consequences for doing this. A merchant can file charges for this sort of thing. Be happy Steam is content with suspension.

My account is blocked for 4 weeks, does it mean that after 4 weeks I can continue to use it? It doesn't say that it will be banned forever.

mmm i suppose so wait it out but you should contact steam support in the future!! i'm sure you can get suspended and yes that is illegal since it's fraud and you bought the game on steam after all...
i'll consider this too, research what product/game of what you're getting into so you know what specific details you're interested in and whatnot

you have 4 weeks to reverse the chargeback or the restriction becomes PERMANENT and will never be lifted. your paypal account is PERMANENTLY banned from steam because you did a chargeback.
