Computer specs
As someone new to pc gaming what are key things such as input data, output data, ping, RAM, RTX, etc. and what numbers/results are good and what numbers are bad? And don’t just tell me the definitions of what I said, I really want to know everything important there is to know.

Well you may need to be a little bit more specific as different parts are better at certain tasks than others and some preform well across the bord.

If you want information about parts for gaming the 4 most important parts will be the CPU, GPU, RAM and storage (hard drives and ssd's)

That's a big scatter shot question. First off it depends on what you want to do. What's minimum internet speed and PC spec's for me could be severe over kill for someone else. For general gaming of AAA titles something like a i5 CPU, 16 gigs ram, 1650 super GPU and a high speed internet connection or its equivalent with AMD will get ya there without breaking the bank. Of course faster cpu and gpu will give better performance. If your going to have multiple monitors you want more ram.
So in very short terms
CPU runs the programs
GPU runs the graphics
Ram is the memory
Net speed how fast the pc communicates with the servers

Your gonna want 120 or more fps if your playing competitively as higher refresh rate monitors are gonna help your aim and reaction time A LOT, when I switch to 240hz I was better than when I had 60hz. If you get a higher refresh rate monitor get a computer than can keep up with the fps for that refresh rate, as far as I know pc specs wont affect your ping. I personally have an i7 9700, 16gb ram and a 1660ti and it tackles games very well, If you a person that keeps a lot of tabs in the background open i recommend getting a better cpu and 16gb ram so it wont hurt your peformance as badly.
