Can't create steam account (Bad captcha response. Please re-verify your humanity below.)

My brother is trying to create an account but it keep failing with the message: "Bad captcha response. Please re-verify your humanity below." He tried both from the desktop app and the web page, and I can't find anything on the internet except a video showing it succeeding on the web.

SOLUTION: The problem is not the Captcha. The problem is that your password is over 64 characters long. Even though Steam doesn't say it can't exceed 64 characters, if you make it 65+, it will accept it for account creation, but as soon as you log out, it will not accept the password. Also, it will tell you the Captcha is WRONG no matter what. I have posted to Steam, requesting they address this issue. We will see if they do.

It's sad to put a limit on password length and not let users know and worse yet, to allow an invalid length to be used, then invalidate it and not explain why.

I don't think it's the problem, there wasn't even a box to input the password, it's in the next stage of the creation prosses. it only asks for the email, email confirmation, Captcha and the terms of service.
