At first you need to spend atleast 5$ (on games) to verify account, after that you will become eligible to gain new levels. There's are some ways to gain xp for new levels : get some cards (you can get them by playing games , for example undertale. You just need keep playing and get cards also you can get them by buying some on market , where steam users selling their items) when you get all cards , you can create a badge , which gives exp. You can also get exp if someonw give you any rewards (they can award you with steam tokens and you gonna get some xp for that too)

You can also buy unique badges for steam tokens to gain huge amount of exp.

Yes, as the other guy said, you need to spend 5$ before being able to level up. As long as you didn't do that, your account is limited and can't level up.

After that you got a few tasks you can do in the community badge for a total of 500 XP, which will give you 5 levels.

After that, you mainly gain XP by spending money.
