Fallout 4 cant open build mode!

ok so i have tried all the buttons and i cant get to build mode... there is a keybinding in the setting menu called POV/workshop and evrytime i click the button it just changes my view ... i cant enter build mode

the workshop is just your stored junk to build with. hold V down to open the build menu, or go to the workshop table and hold E down while looking directly at it.

I'm about to release a fresh save game that starts in a full scale Military Industrial Base in Sanctuary and a list of Mods that is needed and their load order on my group page.

the save is level 85, with all the weapons and armor you wear Legendary, plenty of caps, and ends the complications of a lot of the stuff that is wrong with settlements in general.

oh, I've done a lot of work with the errors in the game now finally, so if anyone has any troubleshooting that needs to be done or advice hit me up here or add me for pointers. I recommend Nexusmods Fallout 4 section for anyone that wants to make the game all that it can be. The mods have got me junkied on the game finally.
