How to permanently Remove hacker

I want to suggest this Idea to steam hacker and what they can do about them
i have found the best solution and no other platform are doing it
they should made every person who has steam Need to open it with His ID national
- how this will help ?
if they found someone hacking they could just ban temporary his account and maybe perma later
if he want to try hacking again online he will face that he need an ID
system will just refuse his acces for new account
- is not to personal to give my ID?
Yes you are right but do not forget you already giving them your info in your purchase and your bank information , if you trust its confidetiel you could then give your ID
do not forget you will get to play a Fair game with no hackers
- what if hacker took someone Else ID ?
that is true but he will face to option
he will stop hacking and just try to learn or get over it and play a fair game
or risking another ID to get perma banned from the system
and if it banned with ID He will be careful this time he will have to purchase the Game again and all his favourit game

Its just and Idea and i think it will really work
i wish i can be a part of the team to work and this idea and help with whatever i can

For Valve, only China requires a China account with linked info.

SK too. Gaming accounts/internet usage is linked to the government ID in SK, afaik.

That was more recent but didn't require Valve to make an entirely new client for it.
