I think the standard edition is fine for new players. If he likes the game enough he can always upgrade to a higher tier later on.

The $250 edition is a straight up scam plus they still give people who bought the $150 edition 6 months to play the new modes which is ridiculous. A mode should not be considered dlc but should be free to play on. And I thought sega hiding new game plus for one of there games deluxe $100 edition was worrying.

I don't think it's a scam for new players. the only people who are angry are the ones who have the EOD edition. (for good reason)

But if you are new and you were not promised the DLC, then it doesn't matter if you go for the most expensive one. Even though i would start with the standard edition first to see if he likes it.
