I think the standard edition is fine for new players. If he likes the game enough he can always upgrade to a higher tier later on.
I don't think it's a scam for new players. the only people who are angry are the ones who have the EOD edition. (for good reason)
But if you are new and you were not promised the DLC, then it doesn't matter if you go for the most expensive one. Even though i would start with the standard edition first to see if he likes it.
ROFL not even GTA 6 Super Deluxe Edition is worth that.
