Downloading

I bought a game on my PC and I was wondering if I can download it on my mobile (android) aswell. The game accepts both devices. I can't figure out how to do so without having to repurchase it.

Nope. You buy the game on mobile and download it on mobile separately.

Steam does not offer mobile downloads and the game devs don't offer cross platform purchases.

That's because technically they're different games. A mobile game must be ported to PC (or the other way around) and that costs time and money.

You can stream games from your pc to your phone using the Steam Link app on your phone, but otherwise steam is not a mobile platform so games purchased on steam are not for mobile.
