Is it safe to buy Steam account?

I am willing to know if it is safe and possible to buy Steam account. After paying for the requested amount could the original owner do anything to reclaim the accounts from me even though I bought it from him?

Since the original owner has all the proof of ownership, that person can recover the account at any time.

Buying, selling and sharing accounts is against the steam subscriber agreements anyways.

They won't do anything since it's not your account in the first place.

Do NOT buy the account as they can at any time get the account back and you will have lost money with no way to get that money back as Steam cannot assist you in doing so.

Basically the person wanting to sell to you is scamming you.
