Pop up panels in the library have pixelated images now.=(

So from either this or yesterday's update my preview panel in my library ( the one where if you hover over a game in big picture mode shows you clips of the game and displays time played and what not ) will show pictures (clips) of the game and it looks crisp at 1st but if I hover over it a second time the picture looks pixelated and kinda blurry (if that makes sense). It appears to do this with all my games. I had actually made note of these pop ups recently so I noticed right away. My graphics card is up to date and I have checked all my steam setting and updated windows for good measure. Nothing else has this issue and my laptop is doing the exact same thing which has totally different specs. I put a ticket in but I think we all know what that does, anyone else having this small issue, it's more of annoying than anything but I just hope it isn't a symptom to something else.Anyone else having this issue?

did you do something to settings did you update steam beta or update steam Solo? It could be something on Value's side as well. things happen ok?

Pretty sure it was the update. Im having the same issue and nothing fixes it. Steam will probably take months to fix it too. Definitely annoying.
