Don't you see there's like 2 words missing ? so, YEEEEES, both are free, OBVIOUSLY. But the seconds counts toward your game count, not the first. That's why you have some games flagged as free and others as free-to-play.
Anyway, that's weird. Having a difference is weird, as both are free, and not having it in the native language of Steam is even worst.
For example we use it to have some accurate amounts of XP, as each games give one XP. For example I just need to craft one more badge to have exactly 66.666 XP, which is cool. And useless. But those last 66 XP aren't that easy to get :p
