Can users in India gift to Canada?

I have a friend in India who wants to gift me a game that costs 30% more for me in Canada. Now steam says over 10% is gonna get denied but I can gift to my friend in Poland where the price is around 40% more expensive. So India to Canada where the difference is less then Poland should go through?

Ohh, but isn’t there a thing steam did where Argentina ppl couldn’t gift cus of price difference, like let’s say gta 5, it’s on Argentina and uk, both regions but you can’t gift

There is both region locks AND the 10% price difference requirements that must be met when gifting.
