Then it's just the base game with RTX effects modded in. Like Portal:

Considering that PS4 and PS5 use AMD hardware which is incompatible with nVidia RTX effects, it is pointless to port those games to consoles.
Anyway. Valve stopped doing console games years ago when they attempted to have CS:GO on consoles but were frustrated with both the ecosystems and their technical limitations.
Finally, those versions are not made by Valve, but nVidia.
Valve isn't interested.
As for HL2 RTX, Nvidia is publishing the game, not Valve. Go ask Nvidia to port it to consoles.
