What happens if you cancel an transaction when the money has been taken out of your bank account?

Do you still get the money back when you cancel the transaction? I tried gifting my friend Raft it was stuck on pending for a long time so I decided to cancel the transaction and it hasn't given back the money, its also no longer in my purchase history when I cancel the purchase.

Pending means the transaction has yet to complete.

Secondly when you make a purchase your bank account is checked to see if you have the funds. If you do the money is fenced off (put on hold) to send to Steam at some point in time so you cannot spend that money.

What you are seeing is the money fenced off (put on hold), not the transaction completed as it was on pending. Your bank will rectify that when the data updates as you cancelled the transaction and the hold will disappear because no money left your bank account.

The money is gone for when I cancelled the purchase what do I do? Apparently they refunded my raft and the gift went through.
