You only need ONE COPY.
The person that invites you gives you a link, he then starts streaming his game and you can join his same screen as Player 2 using your own mouse/keyboard.
The problem is you both need a good internet connection.
I usually use PARSEC to play co-op. It's the same, you both install parsec, he start a game, then he invites you and you can see his screen, press start and play as player 2.
It also depends on the game you both are trying to play. good luck

if so then why isn't it working for me (at least for risk of rain returns)? gonna guess it's one of the games where the other person needs a copy. just wondering about
Possibly, try asking the devs or other players in the game hub.
Btw, some days ago I was playing a game that I don't have with a friend, through RPT. It worked just fine but it seems a bit buggy, I had to click a button with nothing written on it to join.
