Can't set up a new account. Askes to confirm the email which I do but won't let me set up a new account. Is there a video or something?

Good evening, one thing as I see there is a lot of change on steam, ex I have 2 accounts if I play a game from the other account, the successes do not count, as I read on google knows lately steam will change a lot of thing, too much abuse of players, maybe steam to change also to create another account knows possible, I'm sorry what's happening to you
