And one more. Is custom funds higher than 5$(lowest ) legal? Like 5.2$ etc

The minimum you can add to your account is $5 USD or the equivalent in your currency if you use a different one. The custom amount is for any amount over $5 USD.

Directly from Valve/Steam? No.

Some poorer countries have terminals that can add very small amounts but they also charge fees that make it not worth it.
