You can't update OpenGL without changing the Graphics Card.

You should update your graphics driver definitely. If your hardware supports OpenGL 3.3 there's a small chance your driver might be very old or "generic" pre-installed Windows stuff -- and it's working after update and reboot. Download and update your graphics driver. However OpenGL is just like Direct3D that it requires a certain level of hardware support.

Also search google for "OpenGL Extension Viewer" this might help also to sort problems out and give detailed information about your card's capabilites.
Yeah, if you haven't installed the correct drivers then maybe that's your problem. Like if you have a fresh Windows installed and never have downloaded any (what graphics card if any? GPU-Z can show) or if you use some simplistic open-source drivers in Linux.

If you do use the appropriate drivers though then I guess it could be that your hardware simply doesn't support it and that the game won't run on your machine.

If you run GPU-Z it can tell what you have and we can go from there.

or if you use linux then forget about gpuz program... as is for windows..
if you are using linux there are many programs for that purpose ,check I-NEX ...

(linux only folks! ) http://i-nex.linux.pl/install/

but whatever OS u use, first we really need to know BRAND name of YOURS GPU=Graphic Card ,and MODEL, and then we can help you whatever OS=operating system you use.. (as that really not matters in this issue) , so be kind to respond.

i think he use windows , as he play spintires what is windows only game, ...
anyway what so ever OS he use ,we need BRAND (AMD,ATI or NVIDIA) and MODEL of Graphic Card... to solve this problem! :ElectricalCharge:
basically solution is →update driver of GPU to most recent one → then if still this is not enough →upgrade just GPU ... simple as that!

Yeah, of course, but if they use Linux I would kinda expect them to know what they are using. I assume no pre-built "Steam Machines" have been made with OpenGL 2.2 hardware at-least.

sure not...i bet he use windows(as i check his/her acc. and saw that that user plays game "Spintires" what is windows only game, and SURE some very very old GPU...

as even 5years old GPU support Open GL 4.5 ...
( realy interesting how old that HIs/her GPU must be?!? ) when he is now on
→→2.1 !!!!
as that user ask :
"how do i update my openGL becuase i have 2.1 but i need 3.3. I cant find any links to download"

again regardless OS what you use solution is same →
1. update driver
2. if updating driver not help ,upgrade your graphic card, what means replace it with newer one!
(even SIX( 6 ! ) YEARS OLD second hand card will bring to this user support for decent Open GL 4.5 ..so there is no excuse in style of low budget..) sure more newer or new are even better..
3. end of story !
4. well in some cases when newest driver for windows not support anymore somebody GPU ,on linux side support ALWAYS exist.. but I really need know what BRAND&MODEL OF GPU ,this user have..
and what OS he use,if is windows what version of windows?
maybe there is solution to use Steam OS or any linux based OS, but without answers on those two Q about :
→what version of OS? ,
→what MAKER OF GPU & MODEL OF GPU?
i can not be precise! as i dont have glass bowl..

step 5. →go to nearest PC repair shop! to confirm you all above!

ok, i investigate a litle bit..(under one minute) and i get this conclusion→
1.. user use windows (as he plays windows only game "Spintires")
for that particular game min.windows req. is gpu from 2008 era like nvidia seria 9 , 9600GT
that particular card supporting openGL 3.3 (sure and simular, and simular aged ATI)
2. nvidia drop support 1april 2016 for those seria cards ..but he can use even on windows last version of supported driver → i can post link if he really use that or simular card from 2008 era..
3. so if he just wants as he ask " how do i update my openGL becuase i have 2.1 but i need 3.3",
that he just need to update to last supported (not to newest one!) driver, acording card maker, card model, and OS type,in his case windows type ...

for that game min supported card was nvidia 9600GT or simular ATI (if i remember good).. so even in worst scenario he have at least that class or better class card, and 3.3 is sure supported even with all nvidia seria 9xxx cards.
(and same story is is with same age and same class ATI cards..)

so if that is what he wants now,he can have it,WITHOUT UPGRADE,even on windows...
with JUST UPDATING DRIVER,GPU DRIVER! to the last supported ,not to newest one !!!!

so acording all this his wish can be done! without upgrading gpu, what i will for sure recommend to something newer,younger..(not need to be new ..even 6 year old(or younger) second hand cards still can run even newest games..if right class is chosen, regardless AMD or NVIDIA)

i still wonder what version of windows he use,and what maker and model of GPU, maybe we will newer know..as i start thinking he will newer respond and post info about!

...
