As TheMendozer writes, it's completely 3rd party dealing. Has nothing to do with Steam or, in some cases, with the real "value" of a person. +reps can be abused by scammers who create (or even HiJack) a lot of accounts to put them on the profile used for scamming.
Another methode is asking for a +rep with the promis of a shady uncontrolable give-away.
The negative comments on my own profile are an example of how scammers behave if their forum-spam is called out. Ofcourse they deleted the -rep they got on thier profiles from me and a few other Ppl.

Anyways, comments on profiles and such stating "+rep" or "-rep" are meaningless for most people and they don't really give anything to other users.
I believe "+rep" is used primarily by those who trade items, and it's purpose is to say that the person who is receiving the comment is a trustworthy trader.
Although, as I said, It's meaningless, "+rep" comments can easily be faked by alt accounts or friends.
Personally I just delete them because those types of comments are worthless to me, and I just dislike seeing them on my profile.
If it wasn't already obvious +rep means positive reputation and -rep means negative reputation.
