Please do something about the regulation of my government that marked stesm as blocked service.

Steam is refusing due to the Indonesian government wanting full access to customer data. Steam is putting customer privacy first over profit. Just because Steam is based in the US doesn't mean they can ignore another countries laws. As an international company Steam must follow the laws of each country they operate in, if they fail to due so Steam cannot be accessed in said country.

Or, Indonesian gamers can try to get their government to change instead. They have a better chance at doing that, than making Steam, a US based company, try to hand over all customer info.

In other threads, people have reported that it's enough to add one of the DNS servers from google (8.8.8.8 or 8.8.4.4) or cloudflare (1.1.1.1)

Take a look in the "help and tips" forum, there are many threads about the problem.

So, it's not without any problem to use VPN, as it can be considered as an illegal act by Steam.

If your just using the forums or using the VPN to connect to a server for a game allowed in your region, Steam is okay with you using a VPN.
It's only when you try to obtain games that your local government has banned or trying to purchase a game from a region in which the price is cheaper, that Steam doesn't allow VPNs.

u can use vpn but dont play on vac supported servers (csgo official servers for example) You Could Get banned For Using This
