It does seem like on low settings and lower resolutions it's quite playable.
For example if you wanted to know if your PC could run the Witcher 3, someone's tried it. Beggars can't be choosers. But if you really wanted to play Witcher 3 maybe 12FPS would be acceptable: https://www.youtube.com/watch?v=n-UqXAXVlqA
The nice thing about it is you can bypass everyone's biases and guesses, and see how passable the performance is and decide for yourself if it's acceptable.
