There isn't a solution to this problem. I am just warning new users.
Steam-->Settings-->Interface-->Deselect Big Picture Mode.

Depending what your situation actually is, it could just require a change to some of the controller configs.
When / where does the on-screen keyboard open: In a game when you open a chat console? When you press specific buttons at the desktop / in-game? etc
BPM opens when you don't want it to: it's opening when you press the Guide/Home button on a controller? A keyboard command? Clicking unintentionally on the BPM icon? etc
Did that. Still comes up some times, seemingly randomly. I have hated big picture mode since they added it and still do this day.
Im def not clicking on the button at the top right. I unbound the keyboard from the controller and disabled the options in the menus. Actually going insane.
So you have 'Show Keyboard' unbound in the Guide Button Chord Config and the Desktop Config? (Desktop Config applies if you have Configuration Support enabled for you controller type). If you're still seeing the On-Screen Keyboard after that, where? In a game? Outside of games?
This is the specific post that looks to address BPM opening on Guide/Home button press without having to modify the Steam installation:

It backs-up your current Steam config before opening it and deleting all 'guide:xx' refences, and then saves it (overwrites current config), thus solving the guide button problem once and for all.
Full details on what it is and how it works are on Github, where the code can be seen before using it.
Dropping this here in case it's helpful for someone - https://github.com/CriticalPoint/Automatically-Disable-Steam-Big-Picture-Mode-Guide-Button
Hope it helps! 🍻
