You need to get a Steam Background, either by buying one off the Community Market, or by using Steam Trading Cards to craft a badge (which will give you an emoticon, background and level up your Steam level)

Background artwork is based on 'long artwork'.

Essentially, it's just a showcase option.

Per each 10 levels on Steam, you gain access to one unique showcase option.
