You will not pay anything when you put items on sale but once they sell, you will have to pay the fees. These are deducted automatically from the price the buyer paid.
Lets say you set something in the market for 1 dollar, 5 cent will go to Steam if the item is being sold.
The money gets deducted from the sum the buyer pays you.
That scales with the item price of course. So for a item you sell for 100 dollars, Steam gets 5 dollars as the transaction fee.
The minimum fee is always 1 cent and cant fall below it.
So if you sell a item for 2 cent Steam will get half of it as fee.
