It's not a play on words. It is literally stating how to get points, not how to buy games with points.

It is, psychological strategy in the Marketing Dept / profession. Same as the signs on shop windows 'Closing Down Everything Must Go' most people see that sign and think wrongly that the shop is closing for good when it may only be closing for refurbishment etc. Steam are not doing anything wrong re this issue.
