In SUPCOM you can enable a no-rush option which disables the enemy from attacking you at the beginning of the skirmish.
But you can also completely disable their AI so you are free to build up immense defences and expand while they are stationary.
The game also offers some very large maps, and there are custom maps for even more variety.
Press alt+f2 to enable the spawning menu or the ability to take control of the enemy team!
And press ~ to open the console to disable their AI or use various cheats.
There are other cheats, like control+alt+b which gives you more resources.

In PA you can take control of multiple planets!
When you start a skirmish, you can force the AI to start offworld which immediately gives you an entire planet to yourself, but if you want it to stay that way you should disable certain units.
Nuke launchers, Anti-nuke launchers, Orbital launchers/most orbital units/fabricators.
These will force your opponent to stay on their starting planet, but it also forces you to do the same.
The unit cannon is how you can move to other planets, and I've noticed that the AI rarely ever uses this structure and almost never uses it effectively.
You can also design your own systems in PA to create massive amounts of planets if you wish.
