You can only refund a game if you are beyond 2 hours of play time total.
You can only get a refund for a game if your not beyond 2 hours of play time total.
Got a message from the agent at Steam Support, and to my surprise I managed to get the refund
(funds added to my steam wallet which is completely fine) despite my 10.8 hours!!! I got incredibly lucky with the agent who came across my support ticket. Currently own Borderlands Ultimate Edition now!
What really helped was explaining my situation and my intention of repurchasing the game but with the DLC packed in.
