You cannot get free points unless someone else pays for them. You get them when you buy games, DLC's or when you get awards, there are no other ways.

Hey! So a big way is buy Steam Cards / Collect them / Trade for them and complete badges for your games! You get 100xp per badge.

You can also finish your community badge this is just a list of things like adding stuff to your profile, Playing a game, viewing a community guide in your steam overlay and so on.
For the viewing the guide thing incase you've not done that yet! Here you go!

So there are I think 3 levels of this community badge, its really easy to do and you get 100xp I think per level.

Also if you click on Store and go to the points shop you can spend your steam points on "Seasonal Badges" each level costs 1k points. Each level also grants 100xp. I had like 11k points I didn't know I had, spent them all on these badges and it got me from like level 10 to level 19 or roughly around that.

Cough, cough, cough. Awarding a helpful forum reply! With an award by clicking that award button also gives you XP and if you've never done it before it'll award you a badge which is more xp!

And partake in all the events like at the moment if you click on Store then select your Discovery Que from the drop down menu and click next 11 times! You'll be awarded a Summer Sale Card. You can do this each day, if you collect them all thats a badge you can craft which is XP! Or you could sell them and use that money to buy cards you need for other games.
