We cant stop the updates but we can disable
Steam >settings>interface>right at the bottom last one>Notify me about additions or changes to my games. New releases and upcoming releases.
The sales I'm not sure if they can be disabled.
Still want to stop Steam from updating on boot up (I would prefer Steam to check for updates after I start Steam up. If I can't find a way to stop Steam from updating on boot up I'm doing to uninstall Steam. Having Steam control my system is unacceptable!
Steam cannot control your system at all so best to uninstall or explain what you mean by "check for updates", "update on boot up"?
The client itself and or games?
If you have any IT background to say that Steam is controlling your system, please go ahead and explain with as much details as possible how (not like those 11yo kid screams "im gnna destroy dis system its stupid im uninstalling hah" lol I can't even make a realistic dumb kiddo).
However, if you're either less than 16 with at least a little bit of knowledge on how systems work, or you're not familiar on how the Steam system is built, or you can't understand the difference between what an APP can control and what your SYSTEM can control, or you cannot play nice with other people that are here trying to help you (the latter two seemingly be the issue here); then PEBCAK and shut up and stop calling other people idiots just because you think they are, because that doesn't mean that your thinking is real, maybe YOU are because other people think so, so what now?
Anyway, Steam by defaults opens at the system startup/boot/however you wanna call it, so, to disable this behavior follow Jaunitta's procedure (first reply) and remove the ability for Steam to launch at startup of your PC.
Then, if you open Steam it's going to fetch updates, if you open any game that requires Steam they're gonna open Steam first so it is going to update (and the games are gonna update too), if you have any auto script that launches Steam outside of its control, then it's gonna launch and update. You got the point right? (right?)
If you disabled the automatic startup at boot of Steam, and still you see Steam come up as soon as you logon to Windows, then you have a serious issue: either you're tampering with your PC so badly that it's not following your apps' instructions, or you have a virus/malware tampering it for you. Either of those, open the start menu immediately and type "cmd", now right click the command prompt and run it as administrator (confirm with yes, for God's sake), type "sfc /scannow" and let Windows do its things (this is going to run over the Windows folder in your system drive and check for corrupted / tampered files, so that Windows is "safe" on that end). Afterwards you want to start an antivirus scan asap (even Windows Defender is enough), but do it immediately!
If, and only if, sfc reports no damaged files found, and the malware scan didn't find anything at all, not even a single remotely suspicious file from a cracked game you downloaded from a sketchy website, and still Steam opens at your PC boot up (and you tried uninstalling and reinstalling Steam from scratch for God's sake), then you're entitled to be angry at Steam's teams, and bring your PC to a local technicians for hardware diagnosis.
Instead, if any of the provided solution actually helped just a little, now is the right moment to apologize, and shut your mouth forever until you reach an appropriate knowledge level to call other people (possibly (probably) older and wiser than you), idiots...
