I've been seeing alot of people having cool and colourful profiles...with cool backgrounds...and other stuff...so how can I customize my profile? and can it be customized in mobile? (I use a pc but I'm just asking)

You can edit it on mobile.
Click on your profile picture in this post and you will see at the very top, some text that says edit profile.

You get steam points from purchases and such, which you spend in the points shop that shows up during an event. There was one during the summer sale, and they'll be more in fall.

People with a gold profile spent 5000 points to have a gold theme (that lasts 2 weeks I believe).

Oh you can also buy backgrounds on the Steam Market for as little as a few cents.

Buy backgrounds but if you want to show of skins or games you can every 10 levels. To level up go on the steam market and buy cards to craft badges to level up.

If you check my profile (click on my name) and see my entire profile's blue theme is from the steam points shop which you can access through store<points shop

You can get backgrounds by buying the on the market ( most of them are extremely cheap) or by crafting badges. Every 10 levels you can add 1 showcase to your profile (artwork showcase, achievment showcase etc.) With the recent steam updates you can also add a colorful theme for your profile. By spending steam points, you can buy :
- Animated Backgrounds
- Avatar Frames
- animated avatars
and thats pretty much it.
