Scroll down a bit. For someone in Russia the Russian forums might even be at the top for them but I don't know for sure.
Nope. To me, the german forum is not on top either, but at the same position, an english user would find it.
That being said, not everybody on Steam knows to speak english as well, so posting in a language, one is familiar with does certainly have its reasoning. Even more important might be the fact, that the answers, one receives, are in the own language too. In a subforum, that is meant to get in contact with other users, this definitely matters.
For someone like me coming from what is still a pretty small country where ~20+ million people sorta speak a similar language at-least there's quite the difference to Russian or Arabic which a lot of people speak.
English just happen to be a common standard now but it could just as well had been German.
In some cases, we'd go the extra mile to translate and help other users that have a foreign language.
This took me about 30 secs to get up and throw through translate:
Наверняка это лучший интерес для плаката для использования google translate? Он получит ответ гораздо быстрее? Английский язык - это язык интерентации, который не изменится, так что приходите ребятам.

There's a separate large Spanish YouTube community I'm not part of.
Lots of people speak Russian or Arabic.
And then there's the Chinese large enough by themselves to be their own group. I assume Japanese and South Korean communities is large and active enough to be their own too.
I don't really know how Indians do.
For me as a Swede I don't have much options. PC cancer is large among Swedes so never bother in large groups.
