I bought 2 in Steam Shop when CS GO was not even half year old. It was only 2.99€ (-80%) that time.

Then they introduced this stupid skin system and after it was never cheaper again as 50%

Yes you can see your pending friend requests in the bottom of the window which shows your friends who are online/offline/away/busy/snooze, just scroll down a bit and you'll see if you have anyone pending waiting for them to respond to it.

Activating a code bought anywhere else will not lift the limitations in the account.

And you can also see them when you'ld click on your pending messages in the richt top corner of the Steam Client.
