Steam files are local files - meaning that they will exist on specific devices.
If you delete them on one device, the other device should not be affected.
What just happened:
I have 3 devices:
C: Laptop SSD
B: Network drive
Z: External (USB) SSD
1) I first moved content from C to Z (fine)
2) I then moved content from B to Z (fine)
3) I noticed some games on both B and Z drives
4) Those games could not be moved from B to Z
5) I proceeded to remove the duplicate games from B
6) The games got removed from both B and Z

You're mentioning different drives rather than PCs. Which works slightly differently. I discovered that recently myself. If you have an installation of Steam on each drive, then open the Steam associated with the drive it's all good. If you uninstall a game then connect another drive that had its files, then steam will not recognise it as installed. There's no ''locate the game'' if it's already downloaded somewhere.Now, you probably can manipulate it in some way, but might as well just make it easier on you. Also, you can create game backups so that in 10-20 minutes you'll have just about every game without dealing with these issues or redownloading things, which you would be doing now.
