Is using someone else's credit card a fraud ??
So long story short i live in africa (yikes) and used my brother who lives abroad's credit card to buy a game(with his permission obviously)but steam considers this as a fraudulent activity???
is it because the billing address doesn't correspond??
can someone help me? i already issued a ticket and waiting for steam support to reply :/

I don't think it is since he's the one that allow it
Are you in a different country to your brother?

Yes. You need a payment with an address in your country. So, both the card and your Steam account must have the same billing address.

More on this here...

Easier for his brother to use the card to purchase a digital gift card through Steam.

Support is only going to tell him the same.

I used it lol, steam flagged my account 2 days after pre-purchasing a game saying 'This account has been used for fraudulent activity'.. they also refunded the game apparently
Should i just ask him to create an account where he lives, buy the game there and then give me the account?(idk if this actually works tho..)

That means the card company claimed it was fraud and issued a chargeback. Valve didn't do that. Contact the card company and reverse the chargeback.

The card is banned from use on Steam forever regardless of who is using it now.
