A non-digital gift card (one where you have to type the code in) would remove the account limitations, however as Wolf says, if the site listed is censored, it's probably not a very reliable place to buy it from!

Have you enabled (or disabled) SteamGuard, or changed your account password or contact email in the last two weeks? I believe those can all stop you from trading for 15 days.

your account is still limited. check the transaction to see if it completed, failed, or is still pending.

also, how were the funds added? if they were digitally gifted, they will not count towards unlimiting the account even when you spend those funds.

Add your own money to your account that equals at least $5 USD. That is all you need to do.
