you need to have Steam installed in order to play games you've purchased.
Steam and PC games won't work on a Chromebook, unless you've replaced the Chromebook's built-in Chrome OS with Linux or Windows.
What you've managed so far, is to download multiple copies of the Steam installer .exe file that's meant for Windows, not Chrome OS.
Chromebooks generally are lower spec than even the cheapest windows laptops, so set your expectations accordingly. For example I had a Acer C720 with Intel Celeron 2955U dual core 1.4ghz, 2gb ram, and Terraria a 2D game ran at snails pace.
Your gaming choices are :-
0. Take the chromebook back to the store, and buy a windows laptop, preferably with nvidia discrete gpu.
1. Stick with Chrome OS, and install Android games from the Play Store play.google.com
These may run the best on Chromebooks because they're low power laptops without much gaming power. This is probably your best bet. Fortnite is coming soon to Android and hopefully will support Chromebooks.
2. If you must have Steam, AND your Chromebook has Intel inside, AND it's your Chromebook, not a school computer, you can install Linux next to Chrome OS or replacing Chrome OS, and install Steam for Linux on that.
It's NOT a straightforward 5 minute task, so if you've any specific games in mind (you didnt mention which game you just bought), research them - check on the steam website for the game, it's minimum spec requirements (hopefully intel hd graphics), and whether there's a linux penguin logo next to the windows logo. If possible check on youtube if anyone's got that game running on chromebook, and see what the performance is like.
Two ways to install Linux
a) enable developer mode, install Linux to run inside Chrome OS, then install steam inside that.
a process known as "crouton" - google "chromebook crouton" for more details.
or
b) enable developer mode, install Linux INSTEAD of Chrome OS, then install steam.
a process known as "chrubuntu" - google "chromebook chrubuntu" ...
Not all steam games can run on Linux, the main gaming platform on PC is Windows.
3. Depending on what specific Chromebook you own, you MAY be able to install a licenced copy of Windows, google your chromebook model.
Don't forget you can apply for game refunds on Steam if you've not played them or played for under 2 hours.
