Steam does not go and look for games. The game developers/publishers decide if they want to sell their product on Steam. They also decide how much it will sell for, when/if it goes on sale, how much of a discount, etc.

If you want the game on steam, contact the game developers for that game. Its their decision, not Steam.

Developers make the decision of whether they wish to add their product to this platform.
