well a million guides on how to stream.
What exactly do you mean with "stream"? Although elsewhere on the Net the names often are used interchangable, "Streaming" and "Broadcasting" are 2 distinctly different features on Steam. Besides that there are video's & movies. Many for free, many for rent, very few for sale (mainly from before movies got mainstream on Steam). Last but not least there's Big Picture, ment for couch-gaming via your TVscreen & controler.

Download OBS.
Under sources click + and add game capture (any full screen application.)
Then under file > settings > video set the base canvas to the resolution of your game and output to the resolution you want out and the FPS to 60 or 30.
Then under general remove automatical recording and under output set the bitrate to whatever you want. 6000 kbps for 1080p 60 fps, maybe 4000-5000 for 30 fps, 3000 or so for 720p 30 fps instead and so on.
The under Stream pick streaming services and twitch and find your stream key on twitch somewhere. It's hard to find it but it's in the control panel somewhere.

If you have a hardware video encoder on your graphics card then I guess pick the video bitrate which work for your upload bandwidth, 6000 kbps = 6 mbps is the max for Twitch I think. Maybe it's too much for your upload? If you lower it I guess you get to decide whatever you want to lower the output resolution or not together with it too. If you encode in software then how powerful your processor is for both encoding the video and running the game matters too. On an i7 8700K it use 1.5-10% or so of the processor. On a quad-core processor without hyper-threading maybe either your stream or game will start stutter / drop frames if you try to software encode the video.
