this game is a 2001 pc game from EA Games, is it possible to have this game on Steam?

if EA owns the game, its very unlikely it will ever appear on steam. EA has the Origin Store to sell their products, why would they give Steam a cut of the money?

Westwood (not Westbrook) was closed on March 30, 2003. EA still fully owns the license to publish it. They just don't care though.

From what I've heard the Herbert family who own the Dune IP, have been very "annoying" when it comes to letting people use the license.
