if you buy the steam version it will only work on pc.
When you buy an Xbox Play Anywhere digital game through the Xbox Store or the Windows Store, it’s yours to play on both Xbox One and Windows 10 PC at no additional cost. To take advantage of Xbox Play Anywhere, you will need to have installed the Windows 10 Anniversary Edition update on your PC, as well as the latest update on your Xbox One console. Then, simply log into your Xbox Live/Microsoft account and your Xbox Play Anywhere games will be available to download. On your Xbox One, games will show as “Ready to Install” under “My Games and Apps”. On your Windows 10 PC, games will appear in “My Library”.
this version can only be bought from microsoft.
"play anywhere" means if you buy from the Microsoft Store on windows 10 then yes you can play on XB1 and PC but the Microsoft Store needs to also be linked with the XB account! steam is the only place for PC games!
if you buy the pc version, you might want to check your system meets the requirements first.
He can definately play with controller. Just make sure that the PC can run it, this game is not a game every PC can run.
You can easily check that by hitting the Windows key (The key with a flag on it) + R, type in dxdiag.exe
It should give an overall list of the system. Note down the: Processor, RAM. And on the window, there should be a tab saying: Display. Click on that. Note down the name of the graphical processor.

An i5 would run fine. Also, a 700 series card like a 780 Ti works fine aswell.
