Am sure you did not get hackt you prob gave someone your gmail and password contact me if no one else is helping
Accounts get hijacked, computers get hacked, software gets cracked and/or infected, passwords get phished (or just taken from dictionaries if you use simple passwords).

Change the Email back from a trusted & clean computer. Google has a good Support service for that.
Steam also has a good Support service,
(left top corner) Help -> Steam Support -> Account
Best proof of ownership can be your original phonenumber, original Email nick, your bank account, retail bought game & receit, Steam Wallet gift cards & receits.

Also, if you fear for this happening again f.e. if you play in Internet Café's, Print the Email notifications of Steam purchases out. Or send the Email notifications of your Steam purcahses to another Email and store them there. Meanwhile deleting them on the Email that's attached top your Steam account. If it gets hijacked again you still have the purchase notifications but the hijacker does not.

I have tried to reset the email address to another one already, but still same problem is happening ...

Don't try to "reset" your Email yourself, write a ticket to
(left top corner) Help -> Steam Support -> Account
Steam Support (link)
And let Steam Support do it.

Back in the days we had a different account for Support,
"Self Locking Tool"
https://support.steampowered.com/kb_article.php?ref=6416-FHVM-3982
made good sence. Allas as it is now the link to locking your acc will be send to the changed adress. Wait online for this mail so you'll be sure the alledged hijacker doesn't delete it.

And be carefull not to give anything to this person either. Help with hack and/or hijack should always go through public forum or Official Support. NEVER with "just some-one" via pm/chat.

Some reading for you :
"Account Security Recommendations"

Ow, directions were for the Steam Client. the Support button is in the middle of the top of the page when at Steam in a regular browser :
https://help.steampowered.com/en/wizard/HelpWithAccount
choose either
  • My account is stolen or hijacked
or
  • Help me sign in to my account
Which-ever suits your situation best. Bare in mind that "Account" on these pages refers to "Steam Account" and not "Email Account". Go to Google for help with your Email account. I looked it up for you, allas Google does not provide Support for a mere Gmail. Perhaps if you use another payed Google service with that Gamil acc attached they will from there.

Follow steps to recover Gmail at
https://accounts.google.com/signin/recovery
Info (and user-forum for questions) at
https://productforums.google.com/forum/?utm_campaign=header_nl_&utm_medium=header_nl&utm_source=header_nl#!topic/gmail/SzwFXkqLvr0
Where-of the most important
  • Google does not provide live support for Gmail so you can not contact Google for help with account recovery.
  • Any support numbers found through search are probably not Google's (unless you get Google Play or the like). These places will be happy to take your money, but they can not return your account.
(the latter meanig : phonenumbers or Email for Gmail account recovery are scams even when found trough Google Search.)
