I saw it on a profille page and i want to get it how do i do it?

You could edit a part of the background so that it's animated, upload it as artwork and display it on your profile.

Right in essence but ☯Nic☮'s steam level is only 1. You'll have to raise your Steam level to get a showcase ☯Nic☮

You can use Steam Background Cropper [steam.design] to get something like on my profile.
But you have to reach level 10 first by crafting badges from trading cards.

Yeah you can but there are scammers abusing Youtube vids. Newbees on Steam should better stick to the guide posted above.
