Well, this is very in-effective way to get cards for a specific game for you need to recicle a lot of unwanted cards/backgrounds/emoticons to get enough gems. And then still, boosterpacks might give cards that you already have. This is where free cards from Seasonal Sales will come in handy.
If you go to the Steam items in your inventory, select the unwanted itmes and in the right pane with the detailed info on the itme, you'll see how much gems you'll get for the item. Below that there's a green button "Turn into gems...".
Depending on the game you want new cards for, a boosterpack costs 750 to 1200 gems while items would tipically give 4 to 80 gems (up to 260 if they are rare cards).
Select the created gems and in the info pane you will now see a button to create boosterpacks. In the next window you'll see suggested examples and from a dropdown menu you can select any game you own (not shared games).
A boosterpack contains 3 random cards and as said, they can be cards you already have. Just like regular carddrops and extra* carddrops, boosterpacks can contain Foil cards. Rare, therefore worth some more gems. With Foil cards you could create an extra badge for a game but then again, you need a full set for the badge.
Free games that have cards will drop them only after buying in-game items.
Gem vallue does not reflect market vallue.
* For logging in every week we can earn extra carddrops. They are for a random game we own and starting chances are very slim. With Steam Level and amount of games we can raise the chance but that's not something to rely on for most Ppl (incl. me with 50 games and level 42).
There is a guide on these chances somewhere in the community, maybe several, but i do not know where to find it.
A Steam friend of mine with level 151 and 1555 games eligible for booster packs gets a carddrop every 84.5 hours. That's a good extra income for trade and can pay for more games.
Although they can not be used as a background in Steam, they often are beautifull(/funy/horific/whatever you like) wallpapers for on you desktop.
