I'd go for the Xbox One controller. Better triggers and a better d-pad, overall you'll probably like the shape of it. That said, if not for the awful d-pad the Xbox 360 wired controller would be one of the best gamepads ever made, if not THE best. Whether you like the Steam Controller or not entirely depends on whether you actually like its touchpad gimmicks and feel like dedicating time to setting it up for every game. I've used both, and the Steam controller just kind of feels weird-- the handles are inverted compared to most controllers, it has an odd tall shape to it, and the position of the trackpad... it really doesn't translate well compared to the Xbox 360/One controllers, whereas the One controller was something that took me all of 20 minutes to get used to with the new triggers and derivative design.
Either way, I'd highly recommend the Steam Link if your bandwidth is good enough. I've had a few annoyances getting Origin games working (I can include a workaround if you need it) but overall the latency is bearable and it feels much better to take advantage of your TV when using a controller.
Either one is great. Besides, a wired one will drive you nuts sometimes when using a Steam Link, as Input Streaming can be unreliable with old non-Steam games (Dead Space 1 on Origin, for example).

I'll go ahead and say to pick up the One controller. It really did improve on previous designs, with a wider trigger and the Guide button pushed where it won't be a problem. I miss the fact that it no longer indicates player count (the Xbox 360 gave you a quarter of the ring depending on which player you were, with the console itself lighting up as well). Still, I'd say it's worth it for the design improvements, and I like the feel of it more overall.
Another important bit: the headphone jack on the controller is no longer proprietary, any 3.5mm headphones will do. Not sure if that's a big deal for you since you can probably just plug into your computer anyway, but it's nice to know if you intend to use a console.
That's another thing; if you know anyone who has an Xbox One, the One controller has no problem going to a friend's house and plugging in or syncing. I've played a fair amount of CoDIW and Halo MCC on my own controller, despite buying it for my computer, and it feels identical on both platforms.
The real reason why the Xbox 360 controller remained more popular is because it was $50 and didn't do ENOUGH to improve, and depending on the price, there's no reason not to go for the newer model.

The cord can still separate, but it will need to still be plugged in as it has no wireless functionality nor a battery pack.
imo 360 wired, since logitech doesn't tickle my fancy.
