External File as Profile Pic?

I have a picture that I wanted to use as a profile pic but when I clicked "Choose A File" I didn't see any of my folders or files, just the ones that Steam has. So how can I import an external file from my computer's memory?

you can write on google "convert x (whatever the file is) to jpeg or somethingand then you will see it on steam
i dont really understanded the problem :)

You go to your steam profile, Edit Profile, search for your avatar, then select file. A window will pop up, then in that window you search for the file. Select it, click "open" in the bottom right, then click "Upload". Save changes and voila, you have a new profile picture.
