This will repair/replenish dmgd/missing files from the selected game. Steam will, if nothing interferes, auto-update games to their latest ed. but when something did interfere this might help updating.
As far as i know there's no update history visible rom within the Steam Client. Game version numbers usually are shown somewhere in the start screen of a selected game.
If you're wondering about the latter, some games have their version numbers displayed in the main menu or the options menu. For steam itself, I'm not sure if it does tell you specifically what game version you have, but you can right click the game(again), go to 'Properties' -> 'Updates' tab; once you're there, you can find a link underneath the 'Automatic Updates' "drop down" selection box, usually represented as 'View [game name here] update history'. Perhaps you can cross reference this with the game in question's latest update. There is a current build ID shown in 'Properties' -> 'Local Files' but I cannot guarantee this is always the game version. Unfortunately not all game developers post their patches/update news on steam though. This also answers #2 if they do post patch notes/news.
In terms of a client history though, no, there is none. You could browse the steam folders and find the 'downloading' and respective cache folders, but those are current, not past updates.
