Anyway cheat engine is a vac bannable program if you use it on games that use that anti cheat.
Let me tell you that you got trolled by the guy who created that video.
It does not work that way
But Is it banable if I download like 1 GB with Cheat Engine and download then normaly?

Jokes aside, why do People still think an hex/memory editor/manipulator could do such thing when your download and upload speed is depending on your internet service provider (ISP)?.
...in reality it is the same speed it already is.

You will only get VAC banned when you access a VAC server from a computer that has KNOWN cheats running. If you need more information, go to the VAC discussion Forum and read the pinned threads.
And many people told you if you download and use a cheat engine in a game that is VAC secured you will get VAC BANNED.
The stupid cheat engine will not, I repeat, WILL NOT, speed up your download speed. It may adjust some numbers to make it appear that way, essentially tricking you, but it will not make any real difference. Talk to your ISP if you want faster speeds.
