I'm not sure what you mean with i bought this account new, but if you got it from someone else that person did something to recieve a trade ban. It is also against the rules to buy/sell accounts.

Well, that's against the steam Terms of Service in the first place. You bought an account with a trade ban. Nothing you can do about it.
