If you're having this issue then the best bet is to just leave your computer running while you're downloading.
I don't ever recall having an issue with downloads restarting.
You can check easally in Steam. If in your Steam DL window the green write-to-disk line takes more time then the blue DL bars, you might want to get yourself a more modern harddrive. Could be an internal drive or an external disk, that's your choise.
But don't you have family or RL friends where you can DL?
Remember, when copying the files from another computer, you still need to run the games installer. When running the game on your own comp for a first time, that usually will trigger the installers for needed redistributables (like DirectX, PhysX, Adobe Air). These will install some adjustments specified to your computer. If for some reason the redistributables do not propperly install the adjustments, look for them in the games installation directory in the folder _redist or Redist (on a Windows computer that is, i do not know the folder names for Linux or Mac).
